During the extended Capital Gang talk show held at Gen Salim Saleh’s Conclave in Gulu, the day’s moderator Simon Kasyate pushed hard demanding that the Chie of Defense Forces (CDF) Gen David Muhoozi categorically declares if the UPDF officers and men that he commands are prepared to salute any Commander-in-Chief who isn’t President YKT Museveni.
In his answer, which Kasyate and Andrew Mwenda, the other journalist on the show, dismissed as being too legalistic, a soft-speaking Gen Muhoozi revealed that their bosses are the people of Uganda who are mandated to determine who the country’s CiC has to be and they looking upon them to decide that question the Thursday 14th January general elections. He explained as the CD, it’s not his business to determine who becomes CiC because the Constitution of Uganda gives that mandate to the people of Uganda to whom the military is subject.
Gen Muhoozi repeatedly implored Kasyate to hold his peace and wait to get the answer after the Thursday polling whereafter the EC will announce Uganda’s President for the next 5 years and that person naturally/automatically becomes the CiC at whose pleasure the rest serve in the subsequent government which gets formed every after elections. Previously, some key army officers have openly come out to campaign or Gen Museveni’s reelection while denouncing his opponents.
Only last week in Kabale, a top UPDF General who heads the army’s Engineering Brigade was reported by Daily Monitor to have spent the entire weekend openly campaigning for HE the President in Kabale. The same was preceded by the Commander of Masaka Mechanized Regiment who openly decampaigned NUP’s Kyagulanyi Sentamu and others seeking to replace Gen Museveni. Then in between came army MP Felix Kulaigye who said during the NBS TV interview that, even when Gen Museveni is the founder of what became UPDF, as men in uniform, they are obliged to serve under and salute whoever the people of Uganda elect as their President.
